VietNamNet Bridge – Viet Nam targets to have advanced education enriched with national identities by 2020 to meet the country’s industrialisation and modernisation process, as well as demands for international integration. In order to fulfil this target, put forth in Resolution No 2 of the 8th National Party Congress, the Politburo held discussions with relevant ministries and agencies and reached a conclusion on tasks and measures to develop national education through 2020. First would be to improve the quality of comprehensive education by focusing on personalities and lifestyles for pupils and by reasonably expanding the education system. It is essential to take into consideration three aspects of education, including personality education, teaching and vocational training, particularly education relating to ideals, virtues, lifestyles, history, cultural traditions and the Party. Second would be to strongly renew the State’s management over education and training by increasing Party leadership, State management and the role of the Fatherland Front as well as mass organisations at all levels to develop education. This would be done through restructuring university and college systems, teaching staff, infrastructure and equipment, as well as by speeding up scientific research. Third would be to build up teaching staff and education managers both in quality and quantity by renewing training methods and curricula in teachers’ colleges and by improving the professional skills and knowledge of education managers at all levels. Fourth would be to continue renewing education programmes and methods to recover from classroom overloads and the tendency to put theory over practice at many institutions. Building and implementing new, modern and suitable general education programmes and modernising higher education programmes and vocational education would be key factors in advancing national education. Fifth would be to increase human resources in the education sector by boosting State investments in education and training, prioritising national target programmes and renewing financial mechanisms to help improve quality and scale while ensuring equality in education. Sixth would be to ensure social equity in education by focusing State investments for remote, disadvantaged and ethnic minority areas, gradually filling the education development gap among regions and giving priority to disabled children, children of war veterans, martyrs and disadvantaged families through developing education promotion funds. Seventh would be to boost international co-operation in education and training. Education during the nation’s global integration must ensure sustainable development, continuously improve quality and gradually gain access to modern education methods. By VietNamNet/Viet Nam News |
